Although it is not known exactly who have the mosque built, it is thought that it was Koca Sinan Pasha, a statesman famous for his charitable works during the period of Kastamonu Sanjak Principality. For the mosque was built during the period when Koca Sinan Pasha was the Sanjak Bey of Kastamonu.

It is popularly said that the architect who built the mosque disappeared after the foundation was laid and came back seven years later to start and complete the construction, aiming to ensure that the foundation was solid.
